Vengeful Weapon only works for one hit. I came across it lots of times during the event and used it myself. Its a little like Reversal of Fortune actually.

Elite Spell. Hold Khanhei's ashes for [5..29] seconds. Whenever a foe strikes you in combat while you are holding Khanhei's ashes, you steal [5..10] Health from that foe.
That being Restoration Magic 0-12.

They accidently swithed them - GWfreak's program put the skills in rather quickly, and without the actual skills to reference anymore.
The Build doesn't exist. Sorry.

I'd like to know where you get your information from.
If there is no longer ANY refernce to this skill whatsoever, then how do you know that it's a mistake?
Why don't we just wait until factions comes out to find out then? I will test this build out by myself, and I'll post my results here, this way, no-body loses out, except maybe me... which I doubt.

If you're right, then this build is royally screwed. But where did you get this from?
Surely you didn't remember the effect of this skill from the factions event? and If so, you might hae a hazy memory, that, or GWFreaks need to fix that prog of thiers.

Reality Check:
A) You can't use any weapon/offhand combo because you are holding something (the ashes).
B) Sadly, Ensign is 100% right. Check www.guildwiki.org for confirmation. Without doing the research myself, there may be ways to speed that up though...
C) Yup, struck in combat, but what build can farm everything? And as you say, you've got 3 other skills. I would recommend breeze as one of them... It would make an awesome cover Enchant for PS anyway.
D) The two seconds it takes to cast Ancestor's Rage means you will almost never pull it off.
If played right, you might have something invincible, but this won't be solo. You will need someone else to do the damage.

GWFreaks is wrong then, they reversed the numeric fields. That program has a reputation for inaccuracies - for instance, they had incorrect breakpoints on a ton of skills for a very long time (assuming that they ever fixed that). It has some other nice features but I wouldn't trust it for skill descriptions.

Can't be held responsible? What is that supposed to mean? You made a build that doesn't work. Blame the program if you like, no one really cares. Just correct the error and forget about the build.

Bad skill templating. It's not going to trigger the ashes.
Determined Shot has a miss chance on low Marksmanship. It's been almost a year of retail and that still isn't in the description.

I meticulously screenshotted every skill description from the Priest of Balthazar at both level 0 and level 15 for personal reference. Those screenshots have since been deleted but their contents are still stored in a spreadsheet.
The data in that spreadsheet has been independently duplicated by Silmor, as well as the guildwiki project and the Knights Templar. While I cannot say what the skill does in the test *at this moment*, I can say with certainty that those numbers were correct during the PvP EXTREME weekend.
